Education is the back bone of any country. For the development from Agricultural status to Industrial Status and further, the education is the only channel. So it is very vital to structure an efficient and consistent system to impart knowledge in the minds of the citizens. However, it is the role of the Government to streamline the various rules and regulations regarding the implementation of the system. We the Indians fail in most of the implementation. The primary reason for this failure in implementation and devaluation in quality is due to the value given to the citizens of India. In all other countries, the Citizens are paid high and then the expats, except for any exclusive cases but only in India, the citizens are paid the least than expats except for any exclusive case. This shows that, India can never be a super power, more over not allowed by own leaders to become a super power. As far as the higher education is concerned, there are so many factors that pull down the growth in India where as only a few are discussed here. 
Fee structure: The exorbitant fee structure by the various level institutions makes it impossible for most of the students and unaffordable to continue their studies. The government talks about higher education but the higher education is sold in many of the cases. The education industry in India has become a Commercial Industry rather than a Service industry. The government likes to provide free education at the cost of others but little steps have been taken to help the institutions in implementing it.
Development of Self Financing Institutions: Normally in any country the education is taken care by the government and industry like liquor is privatized. But only in India, the education is privatized and liquor is under the government control. More of Self Financing institutions were given permission raising a heavy amount as charges to improve the personal assets by the Authorities. This prevents the institutions from developing the infrastructure. And these institution are managing with lesser infrastructure than required, The intention of most of these institutions are to make profit rather than giving the education as it is to be.
Forces on Self Financing Institutions through Laws: Instead of encouraging the Self Financing Institutions, the Government puts lot of regulations to make more income from them, which intern affects the performance of Self Financing Institutions and paves the way for them to collect more from the students.
Bribing at all stages: In India it has become a common phenomena that, any approval goes with additional expenses either in the form of cash or kind. Especially, the government approvals and verifications create opportunities for the inspecting officers to make more wealth. Whether the entity have all the necessary requirements fulfilled or not the extra expenses has become mandatory. This encourages many of the Institutions to seek for approval without meeting the necessary requirements. Ultimately it is the students who suffer and loose what they deserve and not the Institutions. This produces ineligible and unemployable output, which spoils the productivity and increases unemployment in the society.
The laws against teachers in the name of protecting students: It was highly unfortunate that in few of the cases registered in Institutions, the teachers and faculty made unacceptable mistakes against the students. This attracted lot of stringent legal procedures and laws against the teaching fraternity. But, this led the student community to take advantage and misuse the privileges. Also, it prevents almost all the teachers from taking any step to correct the erring students. The parents also, take advantage of these laws and play a vital role in distracting the disciplinary system in making the student community. Sometimes the student’s attitude extends to the extent of criminal offenses.
The monetary benefits for teachers: In the prevailing commercial world, there is no more service rather everything is commercial. The passion for the job is killed due to the exorbitant development in the IT sector. This have attracted lot of intellectuals into this fantasy world the passion for teaching is vanished. So, the teaching has become the last priority of career setting. This is very true in India, as in India alone the teachers (Non-Government) are paid least. The tremendous IT sector can create quality products but not quality life, where as Qualified teachers can produce quality life and intern a quality society. There are several cases where tradesmen are paid higher than the teachers.
The deteriorated evaluation system: When we were students, if we take First class, it was well appreciated. Now, pupils get 1197/1200, I don’t know whether they have brain or computer in their head. But, when they come to graduation, they keep arrears, means they don’t study but memorize to take marks. This is the prevailing practice in the Indian School education. So, the evaluation system needs to be changed with change in quality teachers. The other reason for this is the “Low remuneration for evaluators”. A heavy amount is collected as examination fees, but the evaluators are paid peanuts. So, they are not interested in quality evaluation. Only the universities get good revenue through the examination fee.

Deteriorated Quality of Indian Education - Some more factors

In continuation to my previous blog, please find some more factors contributing towards the deterioration in the Quality of Education in India.  Underutilized Educational cess: As per the tax system in India, every citizen is contributing towards education through the Education Cess. But when it comes to distribution of the collected fund, only limited institutions (Esp. Government) get the privilege to avail it for whatever the proposal is. For other institutions, there are a number of limitation, which make them impossible to avail the benefits. And it was published that, the underutilized funds are transferred to MHRD.
